Update on August 1, 2025 Public Hearing

On August 1, 2025, the PRAGA Board of Directors held a public hearing to consider the Proposed Groundwater Management Charge Program. The tabulated results indicated a majority protest, preventing implementation under Proposition 218. The Board will evaluate alternative funding mechanisms at a special meeting on August 18th.

PRAGA determined that there were 1,281  parcels eligible to submit protests.  Therefore the threshold for a majority protest was 642 protests (eligible 1,281/2 = 640.5).  Prior to the date of the hearing, PRAGA received 681 protests, which amount was sufficient to prohibit the adoption of the proposed Groundwater Management Charge; PRAGA received 57 additional protests at the public meeting on August 1, 2025 prior to the close of the hearing, for a total protest count of 738 out of 642.
